As Illinois prepares to implement new federal Medicaid requirements under H.R. 1, Carrie Chapman, Special Assistant for Eligibility Initiatives with the Illinois Department of Healthcare and Family Services (HFS), will provide updates on the state’s implementation efforts. You’ll learn about key program design decisions, beneficiary outreach strategies, and the operational and policy changes underway as HFS prepares to meet the January 1, 2027, compliance deadline.

Carrie Chapman currently serves as Special Assistant for Eligibility Initiatives for State of Illinois’ Department of Healthcare and Family Services (HFS), where she focuses on Medicaid eligibility and H.R. 1 implementation. She previously served as the Deputy Executive Director of Programs and Policy for the Legal Council for Health Justice, where she oversaw the agency’s legal practice and policy advocacy including advocacy on Medicaid eligibility. She has litigated complex cases on the Medicaid program, education access for children with disabilities and immigrant access to benefits.
