MEMORANDUM
P.A. 101-73: Transfers of Sexual Assault Survivors and Worksheet to Estimate SANE Program Personnel Expense
Sexual Assault Transfers
Public Act 101-0073 (HB 3038) allows treatment hospitals with approved pediatric transfer to accept transfers of sexual assault survivors 13 years or older from a transfer hospital. Signed by the Governor and effective on July 12, 2019, this transfer provision allows greater flexibility as hospitals develop their area-wide treatment plans for transfer of survivors with the intent of keeping them as close to home as possible.
The transfer provision is contingent upon the treatment hospital with approved pediatric transfer being geographically closer to the transfer hospital than a full treatment hospital or another treatment hospital with approved pediatric transfer and the transfer is not unduly burdensome on the sexual assault survivor. The transfer hospital must have a written transfer agreement with the treatment hospital with approved pediatric transfer as part of an area-wide treatment plan. This transfer provision expires on January 1, 2022.
Worksheet to Estimate SANE Program Personnel Expense
The Sexual Assault Medical Forensic Services Implementation Task Force developed an Excel spreadsheet to estimate the personnel cost of developing a Sexual Assault Nurse Examiner (SANE) program. The worksheet can be accessed here and includes two tabs: a full on-call program and a combination staffed and on-call program.
