About the Law

The Illinois Health Finance Reform Act was updated in 2005 to include ambulatory surgical treatment centers (ASTCs) with hospitals in reporting claims and encounter data for payment from public and private payers. The data ASTCs submit appears in the Illinois Hospital Report Card intended to help consumers make informed decisions about their healthcare.

ASTC Reporting Software

To submit your facility’s data, you will need to use a zip compression tool such as WinZip or WinRAR. These can be downloaded from the internet. Once you have that tool, follow the steps to submit below:

  • Create a directory or folder on your hard drive. We suggest naming the file OPEntry. Right-click on the link to access the software. Select save. When the "save as" dialog box opens, change to the new directory you created and save the software archive, retaining the same name.
  • When the download is complete, close the window.
  • Open "my computer" and navigate to the newly created directory. Right-click on the archive and select "extract to here" from the WinRAR or WinZip options.
  • Once expanded, change to your desktop and locate an unused area. Right-click there and select “new” and “shortcut.” Using the browse button, go to the new directory and select the program OPEntry.exe as the target for your shortcut. When OPEntry.exe is highlighted, click OK. When you returned to the “create shortcut” window, click “next.” Use OPEntry as the name for the shortcut for ease of use, then click “finish.”
  • Locate the new shortcut and double-click to begin.
  • OPEntry v7f b.zip: Required download for updates to program are as of 3/15/21.
