As hospitals prepare for H.R. 1, many expect an increase in emergency department (ED) visits from people seeking mental health, substance use, and crisis care. This webinar will focus on strategies to move patients from the ED and into a setting that can provide the appropriate level of treatment. You’ll hear about innovative solutions including warm hand-off models, peer recovery specialists, and effective screening and assessment tools. The session will also cover how to put these approaches into practice and strengthen partnerships with community providers.

Robert Ross, MHSA, FACHE

During his tenure as CEO of Montefiore St. Luke’s Cornwall Hospital in New York he led a financial recovery, oversaw a $150 million facility plan, and advanced a merger with an academic medical center. His leadership roles at MedStar Washington Hospital Center in Washington, D.C., and Westchester Medical Center in New York produced measurable results in patient experience, system integration, and fiscal stability.

Warren Brodine

Drawing on nearly three decades of work across the safety-net healthcare sector, Brodine brings a deep understanding of how to align financial strategy with mission-driven care. In his role, Brodine collaborates with FQHCs, hospitals, governments, and payors to design sustainable care delivery models and strengthen community health outcomes. His leadership includes helping develop the Medical Home Network model in Chicago and Los Angeles, heading Health Care LA—the nation’s largest safety-net independent practice association—and serving as a national advocate for payment reform that supports both patients and providers.

Teresa Garate, PhD

Known for her ability to drive systems change and organizational growth, Dr. Garate’s career spans public health, healthcare, education, and government. Her leadership roles include executive positions at Rogers Behavioral Health and the Gateway Foundation. A former Illinois state health official, Dr. Garate played a key role in shaping statewide public health and Medicaid policy as assistant director of the Illinois Department of Public Health. She continues to influence health equity and behavioral health advocacy through her board service and leadership in higher education.
